Paint? A scraper
Drywall? Hammer and gloves

Start by adding some good ventilation and then using it.

After the room has dried out...
and any mold has been washed away with scrub brush and BLEACH...
scrape and sand all then a coat of KILZ.

Then you can think about finish paint.
