4-1/2 right angle grinder with a diamond blade.
Better have a shop vac ready and wear a dust mask there's going to be dust ever where.

I've used a masonry bit to get started, then a demo blade in a sawzall if the holes need to be nice and square, like to add a receptacle box or something.
