Fixing texture


1 of my rooms had failing paint, such as I can pull sheets of it off, in the process of doing that but I then noticed that it looks like the previous owner put a skim coat about 12" wide around the entire room, about 2-3 feet from the ceiling as if to make it smooth for a wallpaper type border around the room.

Some areas are smoother than others but is there a real way to fix that?

Got a picture of this texture?
A few choices, remove all the texture, shim coat the whole area to get it flat, or retexture the whole area.
Trying to match any texture is a challenge even for a pro.
Very possible someone painted that area instead of priming first with a real primer.
Just a primer and paint in one would just not work.

Tried to get a photo of the texture but the way the light reflected all the surface, it was hard to see.

Best way to describe it, think of someone taking spackle to fill a nail hole. Well it seems they took the entire contents of the container and spread it 12 inches width across the room.

Bout all you can do is what Joe recommended. Skim coat it with a couple coats of joint compound, sand, remove dust, prime, repaint. They likely ATTEMPTED that where the border was so the border would not telegraph the texture after being applied.
