Fixing cracks in drywall


I have these cracks where the paper isn't actually severed but bubbled (well its severed in some places). I am wondering if 1) I should tape and float these with mud or 2) can I take out the high spots and just float it with no tape?

Here is the image. I can't get the lighting quite right and flash leaves it looking flat which it is not. It seems out of focus but I have tried and tried. Sorry

Cut out that pucker with a sharp knife---and the use paper tape and re do that seam---

If it continues to crack in that spot you may have to cut out the section and move the seam to another location.

Lousy spot for a seam--to much wood movement in the corner of a window--
