Drywall Missing Paper Backer


Rehabbing a small bathroom and the former owners glued on kitchen countertop laminate as the "backsplash"...
Obviously pulled a lot of paper off in the process.

What is the standard method to repair? Primer paint to seal, then mud? Or will mud work only, then paint. Worried about the mud being wet and then peeling off later?

What is SOP?...

Remove all of the loose paper, prime any exposed gypsum with Zinsser Gardz (oil based primer is OK if you cannot find Gardz), skim coat with joint compound, prime and then paint.
