drywall install looks wrong
 
I am having my bathroom remodeled, and the contractor has hung drywall on walls and ceiling. I am doing the painting before the tile work and fixtures are added. I was about to prime/paint today, and I feel the drywall looks awful in some spots. There are some visible chunks of spackle, and the top layer of paper has peeled away and is sticking out in many spots. This is a bad install, right?

Only if you paid to have it taped, mudded, sanded and sponged and READY to be primered/painted.

If so, call him and have him return to finish the job.
