i have 9' basement walls and will be putting a drop ceiling in at 8', do i put the filler at the top were it will be hidden or do i start at the top and go down? my contractor that built the house went top to bottom in the bathroom but that has a finished drywall ceiling.

If your ceiling height is 8', you shouldn't need a filler.
