Best method to remove old texture

I need to install new drywall against existing textured drywall. What is the best tool or method to make room for the new tape on the existing textured wall?

Not quite following. Do you mean you are going to re-tape a joint or hang new drywall??

Thanks for your reply. I had water damage in my basement and they had to cut the bottom 2 ft of drywall from the floor up, so now I have to install new drywall and get rid of the texture on the existing drywall so I can tape and finish. Does that make sense?

Got it! Use a paint scraper to get the worst off (about 6" or so up the existing drywall). Be careful so as to not gouge or tear the paper on the drywall. Then sand with 80 or 100 grit paper. That should get it smooth enough to tape and finish. Any roughness that's left will be covered with mud as you do your finishing.....
